Since 2015, China has cancelled the registration and approval of imported used mechanical and electronic products. Imports of used mechanical and electrical products by enterprises only need to be submitted to the inspection and quarantine authorities at the port of entry on the basis of pre-shipment inspection certificates and related essential materials issued by inspection agencies. This is undoubtedly a good news for imported companies. However, the issue of safety, health, health and environmental protection of imported used mechanical and electrical products is outstanding, and it must arouse the attention of enterprises and inspection and quarantine departments.

According to the person in charge of the inspection and supervision department of the Jiangsu Inspection and Quarantine Bureau, in 2014, Jiangsu imported a total of 13,000 batches of used machinery and electronic products worth 930 million U.S. dollars, which accounted for about 25% of the country’s total imports of used machinery and electronic equipment. The structure of imported products is still dominated by production equipment represented by old equipment and old equipment, with the proportion exceeding 80%. The imported products mainly come from Japan, the United States, and Europe. The import volume accounts for about 60% of the total. Less than 2% of imported old mechanical and electrical equipment is used for maintenance and remanufacturing purposes. Unqualified 3,526 batches of shipments were found on arrival, with a value of 364 million U.S. dollars. Batches and goods value accounted for 26.88% and 38.89%, respectively. Some need technical processing, some must be returned or destroyed. Last year, the number of reject batches for non-conforming return shipments increased by 22.22% year-on-year.

In addition, the Jiangsu Bureau has strengthened the follow-up supervision of imported used mechanical and electronic products, strictly supervised the rectification of substandard products found during the arrival inspection, and used the daily supervision and management of continuous state, and found 138 batches of follow-up supervision of imported used mechanical and electrical products. The imported old mechanical and electronic products worth $36.511 million violated our country’s relevant regulations and 8 of them were ordered to be destroyed or returned for shipments of old products worth US$208,000.

Unqualified imports of old mechanical and electrical products are mainly concentrated in machinery and equipment, instruments and meters. In particular, there are safety or health problems in the continuous detection of imported consumer goods and old electronic products, and quality defects are quite common in imported old mechanical and electronic products. There are no protective devices for dangerous parts of machinery, and there are no pressure loss protection measures and alarm devices for pressure systems. Some unqualified gases and dust exhaust, absorption, purification devices or devices failed. Also found that a large number of signs, such as rust, paint stripping, dirt, scratches, etc., may affect the actual use of the defects.

The Jiangsu Inspection and Quarantine Bureau believes that the use of imported used mechanical and electronic products as regenerative resources and maintenance and remanufacturing will still have greater demand in the current economic development in China. However, some multinational companies have tried to transfer used equipment, industrial waste, and household waste to China through international trade. Some law-breakers in China have been forced to take risks by taking advantage of interests. They may carry out customs clearance inspections in the form of illegal inspections, and evade inspection and supervision of domestic imports of industrial waste and other substances.

After the cancellation of the import record management of used mechanical and electronic products in China, inspection and supervision work has reduced the front links, but it still retains relevant measures for the inspection and supervision of imported used mechanical and electronic products, including pre-shipment inspections, port inspections, arrival inspections, and supervision and management. . In particular, follow-up supervision is an important part of the inspection and supervision system for imported machinery and electronic products. It is the basis for effective protection of the normal use, safe operation, and legal sales of used machinery and electronic products. It is also a final step to confirm whether the unqualified inspection process has been properly handled. Effective means. The unqualified batches discovered by the Jiangsu Bureau in follow-up supervision last year increased 2.2 times year-on-year, and the value of goods increased by 2.8 times.

The Bureau of Jiangsu proposed accordingly that the inspection and quarantine authorities should comprehensively analyze and evaluate the impact of canceling the import of used mechanical and electronic products for inspection on all aspects of inspection and supervision as soon as possible, and formulate laws and regulations in accordance with the requirements of the State Council's policies and regulations, and meet the development needs of enterprises. The new measures to actively solve the outstanding problems of inspecting and supervising the regulatory system and system that are incompatible with the new situation, speeding up the work of the revision of a series of normative documents, and improving the institutional system for the inspection and supervision of imports of used mechanical and electrical products. On the other hand, we must effectively strengthen the routine supervision and management of unqualified products that have undergone pre-shipment inspections and arrival inspections, as well as the ongoing state of use, and pay attention to the follow-up supervision of imports of used machinery and electronic products in conjunction with port inspections and supervision and spot checks. . In particular, it is necessary to closely supervise the technical processing, destruction, and return of substandard products related to safety, hygiene, and environmental protection, and to safeguard the safety of production and national ecological security.
