At present, the traffic volume shared by Beijing taxis accounts for 7% of the total urban transportation volume, and the foreign countries basically have 4% to 5%. Due to restrictions on road resources and energy conservation and emission reduction, the number of taxis in this city has not changed.
In 2013, the implementation of the “Trial Measures for the Dynamic Control of the Total Number of Taxi Vehicles in Beijing” was made clear for the first time: Beijing taxis will carry out dynamic adjustment of total amount according to changes in urban transportation structure, urban traffic operation status and changes in the supply and demand relationship of taxis. Gradually realize a dynamic regulation system with advancement and retreat, increase and decrease.
This year, dynamic regulation was first implemented. Yesterday, the Transportation Bureau of the Municipal Communications Commission introduced that the city's Disabled Persons' Federation and other relevant departments are studying and formulating the city's barrier-free taxi development plan. It is expected that by the end of 2020, the city will develop 2,000 barrier-free taxis. Among them, 800 vehicles are planned to be added in 2015, and the original 70 vehicles will be updated. The relevant departments are now conducting research on vehicle selection, policy support and operation methods.
Beijing's barrier-free taxis first appeared in May 2008. At that time, in order to meet the needs of people with mobility impairments and the need to host the Olympic Games in Beijing in 2008, with the approval of the municipal government, the Transportation Bureau of the Municipal Transportation Commission guided the establishment of the city's barrier-free taxi team, with a total of 70 vehicles.
The first batch of barrier-free taxis in Beijing are abundant, including the British, Transit, Jinbei and Santana. Among them, 40 are wheelchair-in-line and 30 are modified, that is, the seat is rotating.
At the same time, Beijing has compiled the “Technical Requirements for Accessible Taxi” and the “Handicapped Taxi Driver Training Manual”. These barrier-free taxis are generally operated by telephone reservation method. The urban area is 2 hours ahead of schedule, and the suburban county is 1 day ahead of time to serve people with special travel needs. According to the statistics of the transportation department, since the Beijing Olympics and Paralympics, barrier-free taxis have provided services to the special passengers of the society for tens of thousands of times.
However, industry insiders also revealed that in actual operation, it is difficult for passengers to see barrier-free taxis on the road. The main reason is that this kind of fuel consumption is high, and taxi drivers have a large loss and it is difficult to operate. In addition, due to the limited number, sometimes even if you use the telephone to make an appointment, you have to take a chance to get an accessible taxi.
The retirement period for taxis in Beijing is 8 years. The first batch of barrier-free vehicles will reach the end of the retirement period. The Municipal Transportation Commission is working with relevant departments such as the Municipal Disabled Persons' Federation to promote the formation of a long-term operational mechanism for barrier-free taxis and comprehensively guarantee the travel needs of people with mobility impairments.
